Office of Mineral Resources - Mineral Income Division
The Mineral Income Division works closely with the State Mineral
and Energy Board's (Board) audit section. This Division performs
collection and accounting of revenue due the State from mineral
leasing activity and production on State-owned lands and water
bottoms on behalf of the Board.
The Division also performs audits of payor companies, including
audits of major companies every three years, with auditors based in
Houston, Texas and Baton Rouge, Louisiana. The field auditors work
onsite at payor company offices, reviewing company records of items
such as product allocation, volumes production and disposition,
sales revenue and deductions, and oil and gas contracts, to
determine compliance with payment obligations.
LOCATION & POSITION INFORMATION:
This Auditor Supervisor position is located in the Mineral Income
Division within the Office of Mineral Resources (OMR) in Baton
Rouge, LA. This position performs highly responsible and
professional auditing work that involves the performance of complex
audits of oil and gas company offices and/or other field locations.
Extensive knowledge of the oil and gas industry, the regulations
governing this industry, and the contractual obligations applicable
to the specific company being audited is required for this
position. The person in this position performs work independently,
with general supervision received from an Audit Manager who reviews
work for thoroughness, accuracy, and appropriateness of
recommendations. Additional duties include, but are not limited to
the following:
* Oversees a unit of subordinate Mineral Income Auditors engaged in
performing field audits of royalty payor companies;
* Supervises aspects of the agency audit program, including
assigning work to subordinate auditors; training, reviewing,
approving, and directing revisions of individual audit plans and
reports
* Provides guidance and counsel regarding audit plan development
and audits conducted ;
* Maintains and reviews status of all open Baton Rouge audits and
recoupment issues, audits as necessary;
* Prepares monthly open issues progress report for manager;
* Attends and participates in monthly Outstanding Field Audit and
Audit Agenda meetings;
* Conducts audits that are more sensitive or handles matters of
great confidentiality related to the audit program;
* Performs all other duties as assigned.
Travel is required.
PREFERRED QUALIFICATIONS:
Experience in oil and gas revenue or joint interest auditing is
preferred but not required.
Note regarding the advertised pay range: The maximum amounts listed
are the maximum salary amounts a person can make at each level over
their career andnot the amount we are allowed to pay a new
hire.

MINIMUM QUALIFICATIONS:
A baccalaureate degree with nine semester hours in accounting and
an additional fifteen semester hours in any one or combination of
the following: accounting, auditing, business, finance, management,
economics, quantitative methods, or information systems plus three
years of professional level experience in accounting, financial
auditing, operational auditing, or compliance auditing.
SUBSTITUTIONS:
A certified public accountant (CPA) certificate, Certified Fraud
Examiner (CFE), or Certified Internal Auditor (CIA) designation
will substitute for the baccalaureate degree with twenty-four
semester hours of the required coursework plus one year of the
required experience.
A baccalaureate degree plus a Certified Information Systems Auditor
(CISA) or Certified Government Audit Professional (CGAP)
designation will substitute for the twenty-four semester hours of
required coursework.
A master's degree with a major in accounting, auditing, business
administration, finance, management, economics, quantitative
methods, public administration or information systems and decision
science will substitute for the twenty-four semester hours of
required coursework plus one year of the required experience.
NOTE: Any college hours or degree must be from an accredited
college or university.
