great place to live and work. General Information The Director of
Emergency Services serves the university by managing health,
safety, environmental, emergency and risk management programs in
collaboration with our partners and stakeholders. The Director
establishes policies and procedures, provides training and
education, conducts risk assessments, facilities emergency
management, implements preventative actions and ensures continuous
improvement of the health and safety programs for the university's
students, faculty, staff and visitors.
This position provides leadership in supervision, performance
evaluation, coaching, guidance and encouragement to the department,
while ensuring a strong level of commitment to the university and
Reporting to the Associate Vice President for Business Services,
the Director ensures that the university is prepared for any and
all types of emergency events. The Director also manages Risk
Management, Fire Safety, Hazardous Materials, Lab Safety, Radiation
and Insurance. Duties and Responsibilities -The Director of
Emergency Management oversees the implementation of university
safety, emergency management, risk management, fire safety, lab
safety, radiation, hazardous materials and insurance.
-Develops, assesses, revises and maintains the campus emergency
plans for example but not limited to Harrisonburg/Rockingham
County/ JMU Emergency Operations Plan, JMU Continuity of Operations
Plan ( COOP ), JMU Infectious Disease Response Plan, etc.
-Serves as the university's direct point of contact with the
Virginia Department of Emergency Management( VDEM ) in reference to
areas of mitigation, preparedness, response and recovery.
-Provides guidance, training and assistance to departments in
developing their departmental emergency plans.
-Conducts ongoing evaluation of campus preparedness, including
initial and periodic assessment of natural, technological and human
hazards and threats.
-Serves as a point of contact for government and local entities and
assist with the development of cooperative mutual aid agreements
and activities with respect to emergency planning.
-Develop and deliver emergency exercises.
-Provides instruction and guidance to exercise and event
participants and evaluates effectiveness and efficiency of
exercised and event responses.
-Convenes committees, workgroups, taskforces as needed to
facilitate and improve emergency preparedness.
-Oversee evacuation drills as required by code.
-Manage business and administrative aspects of the office including
budget/expenditures, approval of purchases, developing strategic
plans and personnel matters.
-Provide managerial and technical oversight for staff. Provide
management feedback, structure and accountability for
-Ensure that the Emergency Management staff is connected to the
institutional mission, vision and values and an ongoing sense of
continuous improvement in emergency and risk management.
-Sets departmental goals/expectations.
-Directs all emergency management administrators in the performance
of their duties and responsibilities and provides for their
training and performance evaluation.
-Improves diversity in Emergency Management hiring.
-Assures compliance with all safety, fire, environmental and other
-Works well with other members of the University and represents the
department and the Division of Administration and Finance on
selected University committees.
-Live within a 20-mile radius of the JMU campus, carry a cell phone
and respond to emergency events outside of regular business hours.
-Master's degree preferred in emergency planning, public
administration, public safety, criminal justice, business
management or equivalent combination of education and
-Strong and proven communication skills, both oral and written.
-Demonstrated managerial experience and the ability to work as part
of a cooperative team.
-Demonstrated ability to communicate with faculty and staff at all
levels of education. Preferred:
-Certified Emergency Manager through the International Association
of Emergency Managers ( IAEM ), Professional Emergency Manager
through the Virginia Association of Emergency Management
Association ( VDEM ) or similar certification strongly preferred.
Time allotment for obtaining certification will be considered
depending on other qualifications.
-Experience in higher education is preferred.
-Demonstrated experience in emergency management
-Knowledge of applicable federal, state and local laws, regulations
and guidelines related to emergency management. Criminal Background

confirmation of a significant emergency on campus and other matters
of importance related to security and safety. The report includes
statistics for the most recent three-year period of reported crimes

property owned or controlled by JMU or its affiliates; and on
public property within or immediately adjacent to and accessible

includes campus housing fire statistics for the most recent
three-year period, a description of each on-campus student housing
