Job Description:

Reporting to the City Manager, the Public Works Director is a highly responsible executive level position and a key contributor to the City's management team. The Public Works Director performs complex managerial and professional work in planning, organizing, directing, and overseeing the operations of Independence Public Works department to maintain the quality and safety of the City's infrastructure and to deliver associated programs and services reliably, efficiently and cost-effectively. The director provides leadership and strategic direction to the department, coordinates activities with other departments and outside agencies, and provides highly responsible and complex administrative support to the City Manager. SUPERVISION This is a supervisory position. This position supervises assigned employees, which includes scheduling and assigning work; mentoring, coaching, and training; developing work plans and reviewing work for completion; evaluating performance and providing necessary feedback to employees; setting work standards; imposing or effectively recommending necessary disciplinary action; responding to grievances; and making or effectively recommending hiring and termination decisions. ESSENTIAL FUNCTIONS - DUTIES & RESPONSIBILITIES An employee in this classification may perform any of the following duties; however, these examples do not include all the specific tasks which an employee may be expected to perform. Duties and responsibilities are subject to change by the employer as the needs of the employer and requirements of the job change. --- Assume full management responsibility for all Public Works Department services and activities including engineering, water, sewer, streets, and equipment maintenance; recommend and administer policies and procedures. --- Manage the development and implementation of departmental goals, objectives, policies, and priorities for each assigned service area. --- Plan, direct and coordinate, through subordinate level staff, the Public Works Department's work plan; assign projects and programmatic areas of responsibility; review and evaluate work methods and procedures. --- Continuously monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; assess and monitor workload, administrative and support systems, and internal reporting relationships; identify opportunities for innovation and improvement; direct the implementation of changes. --- Direct engineering planning, design, inspection and construction management programs for both public and private development projects. --- Set projects priorities and ensure completion of the City's capital improvement plan and projects, engineering studies and administrative reports. --- Review and approve engineering drawings, specifications, construction plans, bid documents, contract documents and related materials; ensure compliance with professional standards and City specifications; sign and approve on behalf of the City. --- Direct the activities and operations of the City's water treatment and distribution operations; ensure compliance with mandated regulations, policies, and procedures. --- Direct the activities and operations of the City's sewer, streets, and equipment maintenance programs. to ensure maintenance activities are completed on time and within budget, and ensure compliance with mandated regulations, policies, and procedures. --- Select, train, motivate and evaluate assigned personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures. --- Oversee and participate in the development and administration of the department budget; approve the forecast of funds needed for staffing, equipment, materials, and supplies; approve expenditures and implement budgetary adjustments as appropriate and necessary. --- Explain, justify, and defend department programs, policies and activities; negotiate and resolve sensitive and controversial issues. --- Represent the Public Works Department to other departments, elected officials, and outside agencies; communicate transparently and inclusively about department programs, policies, and activities. --- Provide staff assistance to the City Manager; participate on a variety of boards, commissions, and committees; prepare and present staff reports and other necessary correspondence. --- Respond to and resolve sensitive, significant, and controversial issues. --- Consult and provide support to Human Resources during labor negotiations; ensure compliance of union contracts when determining and administering personnel actions. --- Perform related duties and responsibilities as required. PHYSICAL DEMANDS - SAFETY - WORKING CONDITIONS The physical demands (including lifting, mobility, movement and manual dexterity), work environment and working conditions described below are representative of those that must be met by an employee to successfully perform the essential functions of this job. Physical Demands In the performance of job duties, the employee is frequently required to sit; talk or hear; walk; use hands to finger, handle, or feel objects, tools, or controls; bend; and reach with hands and arms. The employee is occasionally required to climb or balance, stoop, kneel, crouch or crawl with some work performed outside in varying and extreme weather conditions. The employee must occasionally lift and/or move up to 10 pounds and infrequently lift and/or move up to 30 pounds. Specific vision abilities required by this job include close, distance, color and peripheral vision; depth perception; and the ability to adjust focus. Manual dexterity and coordination are required to perform the work. This is used while operating equipment such as a personal computer and various software programs, motor vehicle, phone, copy and fax machines, and other related tools and equipment. Safety Employees must maintain a safe work environment by complying with City and Department safety policies and rules and by practicing safety while performing the essential functions of the position. This supervisory position is responsible to actively support safety and loss control measures for the City as a whole and to maintain accountability for safety and loss control issues within the department. Work Environment / Working Conditions In the performance of the job duties, the employee will perform the majority of this job in an office environment under usual office working conditions. The noise level in the work area is typical of most office environments, with telephones, personal interruptions and background noises. Duties include contact with employees and customers in conflict situations. Occasional travel includes local and regional meetings and regular visits to work sites that may contain chemicals, machinery or heavy equipment. May be required to work evenings and weekends. MINIMUM QUALIFICATIONS Education & Experience Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: Education: Equivalent to a Bachelor's degree in civil engineering, public administration or related field. Experience: Six (6) years of broad and extensive experience in the provision of public works services including experience in a combination of water, sewer, stormwater, construction management, or operations and maintenance, plus supervisory responsibility. Preferred Licenses or Certificates: Registration as a Professional Civil Engineer in the State of Oregon or the ability to obtain a license within 6 months is preferred. KNOWLEDGE AND ABILITIES Knowledge --- Operations, services, and activities of a comprehensive public works program including engineering, construction, water treatment and distribution, and streets, sewer and equipment maintenance. --- Concepts, theories, principles, and practices of civil engineering. --- Principles and practices of contract administration. --- Principles and practices of construction project management. --- Mandated laws, rules, standards, and regulations applicable to planning, designing, and implementing capital improvement projects. --- Principles and practices of storm water hydraulics and flood control. --- Advanced principles and practices of land surveying and topographic mapping. --- Principles and practices of program development and administration. --- Principles of supervision, training, and performance evaluation. --- Pertinent Federal, State, and local laws, codes and regulations. --- Must have a through and complete working knowledge of Microsoft Office suite. Ability --- Manage and direct a comprehensive public works engineering, construction, and maintenance program. --- Develop and administer departmental goals, objectives, and procedures. --- Identify and respond to sensitive community and organizational issues, concerns, and needs. --- Delegate authority and responsibility. --- Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals. --- Research, analyze and evaluate new service delivery methods and techniques. --- Negotiate and administer contracts. --- Prepare and present clear and concise technical, administrative, and financial reports. --- Prepare and administer large and complex budgets. --- Communicate clearly and concisely, both orally and in writing. --- Establish and maintain effective relationships with those contacted in the course of work.
