available***As member of this team, you would contribute to CDM
Smith's mission by: Collaborating with senior leadership and/or
functional management to gather program requirements for all
aspects of subcontract execution including planning of work, terms
and conditions, methodology for resolution of contract disputes,
etc. Manages the subcontract request for proposal (RFP) process for
non-commercial services Issues IFBs, RFP, RFQs for non-commercial
services Reviews bidders/offerors proposals for alignment with
RFP(s)/IFB(s) and makes recommendations to senior leadership and/or
functional management on subcontractor selection. Manages, reviews
and negotiates subcontract terms, conditions of solicitation, team
agreements, subcontracts, and other related procurement agreements.
Ensures subcontract final terms and conditions meet firm policies
and procedures requirements. Manages and administers subcontracts
Performs reviews and audits of subcontract execution including
invoicing errors and reviews. Ensures compliance with policies and
procedures, and compliance with terms and conditions. Manages
day-to-day work activities of subcontracts staff. Provides feedback
on performance appraisals. Manages the development and training of
staff. Approves paid time off requests (PTO) and ensures human
resources policies are followed. Performs other duties as

Bachelor's degree. 7 years of related experience with two years
staff management experience. Domestic and/or international travel
may be required. The frequency of travel is contingent on specific
duties, responsibilities, and the essential functions of the
position, which may vary depending on workload and project demands.
Equivalent additional directly related experience will be
considered in lieu of a degree.**Preferred Qualifications:**
Demonstrated experience with soliciting and awarding subcontracts
for non-commercial services Demonstrated experience working with
international proposals, international negotiations, and PO reviews
Experience working with Federally funded international agencies
like USAID, Millennium Challenge Corporation, etc. Proficient in
Excel, Microsoft Word and Adobe Acrobat, strongly preferred. Strong
experience leading subcontracts or procurement functions in federal
government contracting environment. Knowledge of IDIQ, FFP, CP T
subcontracts. Experience with Oracle and SharePoint. Knowledge of
CPSR requirements. Analytical, problem solving, organizational, and
negotiation skills. Excellent written and verbal communication
