The Office of Technology Services (OTS) was established as a means of recognizing cost savings through the consolidation of State IT assets and resources. The creation of OTS consolidated a wide variety of existing hardware platforms, operating systems, database management systems, networks, third party software, and custom applications.

OTS leads the State's technology procurement process in order to standardize technology over the entire organization, seek efficiencies of operations, maintenance, and scalability of new products introduced to the OTS suite of services which can eventually be offered to all in-scope agencies.

The scope of the proposed services will include but is not limited to the following:
Supporting the development of a new Temporary Assistance for Needy Families
database and web application.
Conversion of existing data into new platform
Supporting the development of standard reports and dashboards
Supporting the development of workflows and notifications
Producing documentation on application architecture


JOB Title: Senior Application Programmer

The scope of the proposed services will include the following:

Designs, codes, compiles, tests, debugs and documents new and existing web applications,
maintenance, and support of existing applications.
Provide technical knowledge transfer, training, documentation, mentorship and guidance to
OTS and Customer-Agency staff for all requested work.
Participates by providing feedback and detailed design and implementation approaches in
all necessary team meetings and design sessions in accordance with Scrum ceremonies.
Performs all other tasks, special projects, analysis, studies, and plans as directed.

Expertise and/or relevant experience in the following areas are mandatory:
Minimum 2 years' experience using technologies that are approved by OTS for the
Enterprise Architecture usage in the building of this system.
Eight (8) years' minimum experience working in the application development field

Expertise and/or relevant experience in the following areas are desirable but not mandatory:

Expertise and/or relevant experience in the following areas are desirable but not mandatory:
PowerBI development
Understanding of the TANF program in Louisiana
Familiarity with Louisiana Department of Children and Family Services applications and
databases
Understanding of the Louisiana Office of Technology Enterprise Architecture components
and security requirements


JOB Title: Application Programmer

The scope of the proposed services will include the following:

Individually meet with users to determine needs; write program and/or system specifications
and guidelines for moderate size systems;
Provide technical assistance to less experienced or less knowledgeable employees; serve as
liaison between programmers and other supervisory personnel;
Design, code, compile, test, debug, modify and document new or existing applications
programs within accepted standards, procedures and guidelines;
Identify, research and resolve program, machine, data, or system software problems,
frequently on an individual basis in consultation with other employees and/or users;
Review the work of programmers for assigned systems responsibility to ensure data integrity
and availability
Expertise and/or relevant experience in the following areas are mandatory:

Minimum 1 year experience using technologies that are approved by OTS for the Enterprise
Architecture usage in the building of this system.
Three (3) years' minimum experience working in the application development field

Expertise and/or relevant experience in the following areas are desirable but not mandatory:

PowerBI development
Understanding of the TANF program in Louisiana
