You will be a critical point person in the development process providing development resources with best practices, guidelines, detail designs, instructions, and hands-on-keyboard examples to accelerate the development and deployment of Azure data solutions.**NATURE AND SCOPE**+ This role does not manage people+ This role reports to this job: VP, IT Application Services+ Necessary Contacts: Reviews, presents, and recommends priorities, systems, design changes and technical alternatives to all levels of BCBSLA personnel, Blue Cross and Blue Shield Association, other Blue Plans, and several domain-specific external communities, industry organizations, and vendors.**QUALIFICATIONS****Education**+ Bachelor's degree in Computer Science or related field required.+ Master's degree in a technology field is preferred.+ Four years of related experience can be used in lieu of a Bachelor's degree.**Work Experience**+ 10 years of technical work experience required.+ Demonstrated experience leading projects, programs and/or informal team leadership required.+ Extensive professional systems, development, and troubleshooting background in five or more of the following areas of specialty as specified: Modern data platform architectures and patterns: Extract, Load, Transform (ELT), Enterprise Data Lake, Data Lakehouse, Cloud Data Warehousing (3 years of experience)+ Senior Level Development and Engineering experience on Microsoft Azure Data & Analytics PaaS & SaaS Services such as Azure Databricks, Data Factory, Data Lake Storage, CosmosDB, Azure SQL (3 years of experience)+ Experience designing and developing solutions that can consume data from a variety of sources: API's, Databases, Message Queues, Flat File, Complex files+ Senior Level Experience working with Databricks Delta Lake Architecture, Table Design, Meta stores and Live Tables (3 years of experience)+ Experience working with Azure DevOps and CI/CD Pipelines (3 years of experience)+ Experience working with Azure Key vault, Azure AD, SPN's, App Registrations+ Advanced development experience with at least two programming languages: Python, Scala, SQL, C#, .Net, or comparable computing languages+ Experience in large system design and implementation for 2000 or more users**Skills and Abilities**+ Application and system troubleshooting ability+ Demonstrates communication and negotiation skills to interact with site peers, local management and executives on technical issues on project design and planning.+ Demonstrates creativity in assignments and leadership in technical field of specialization+ Deep technical knowledge at a structural and strategic level across a broad range of IT disciplines including current applications development methodology/languages, project management and service capabilities with experience in some or all of the additional disciplines of database administration, networking, operational capabilities, server platforms, messaging, middleware, security and communications.+ Decision making ability to develop technical specifications, identify external program interactions, recommend hardware/software design changes and cost/function trade-offs.+ Ability to analyze and develop detailed approaches to determine the most efficient systems and programming approach on complex applications and systems that require
