Learn more about this agency Responsibilities If selected for this position, you will be working in the Administrative Division of the U.S. Attorney's Office and will serve as a warranted Contracting Specialist to procure supplies, services and construction and you will provide a variety of related administrative support services (e.g., budget execution and property management). Typical work assignments will include: - Reviews requisitions and recommends appropriate method of procurement. - Prepares Statement of Work (SOW) or Statement of Objectives (SOO). - Performs cost analysis and other evaluation actions to determine best value or lowest bid in award decisions. - Ensures delivery of requirements and receipt of invoices for payment and closeout of received services or supplies. - Ensures timely payment of invoices. - Provides routine administrative support services. Responsibilities will increase and assignments will become more complex as your training and experience progress. Travel Required Occasional travel - You may be expected to travel for this position. Qualifications To be qualified, you must type at least 40 words per minute based on a 5 minute sample with three or fewer errors. (A typing test may later be required.) To be QUALIFIED for this position, you must meet BOTH the Basic Requirements and the Minimum Qualifications. Your education and experience will be evaluated against all qualification requirements (basic and any additional requirements) listed below. BASIC REQUIREMENTS: - A 4 year course of study leading to a bachelor's degree with a major in any field. -OR- - At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. -OR- - I occupy and have occupied a GS-1102, Contract Specialist position in the Federal Government on January 1, 2000, in one of the following grade levels GS-5, GS-7, GS-9, GS-11 or GS-12. In addition to meeting the basic requirements above, applicants must meet the education and/or experience as defined below. GS-07: To be eligible at the GS-07 level, you must meet at least ONE of the following conditions, as defined below: Specialized Experience, Education, OR a Superior Academic Achievement. Specialized Experience: One full year of specialized experience equivalent to the GS-05 level. Specialized experience is defined as experience in performing purchasing within the micro purchase threshold (e.g., purchase card holder), requesting supplies, services or construction that required you to prepare scopes of work and justifications, entering requisitions in an automated program that required multiple steps, accurate quantities/pricing and documentation (e.g., scopes of work, sole source justifications). -OR- Education: One full year of graduate level education in a related field (e.g., accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management). -OR- Superior Academic Achievement: Meet one of the following superior academic achievement provisions: 1. A grade point average (GPA) of 3.0 or higher out of a possible 4.0 as recorded on official transcript, or as computed based on four years of education, or as computed based on courses completed during the final two years of the curriculum; or 2. A GPA of 3.5 or higher out of a possible 4.0 based on the average of the required courses completed in the major field or the required courses in the major field completed during the final two years of the curriculum; or 3. Rank in the upper third of the graduating class in a college, university, or major subdivision; or 4. Membership in a national honor society (membership in a freshman honor society cannot be used to meet the requirements of this provision). Combining Education and Experience*:* I have a combination of specialized experience as described in A and graduate education as described in B which when combined equal 100% of the requirements. (Only graduate education in excess of 1 full year is creditable.) To calculate your percentage of education, first determine the total number of hours that exceed 18 semester hours or your school's definition of one full year of study. Then divide the total number of your excess semester hours by 18 or your school's definition of one year of study. To calculate your percentage of qualifying experience, divide your total number of months of qualifying experience by 12. Now, add the two percentages together. The sum of the percentages must equal at least 100%. For example, if you had 9 months of specialized experience equivalent to the GS-07, then you would have 75% of the required experience. If you also had 27 semester hours of creditable graduate level education, then 27-18=9 semester hours. 9 divided by 18 is 50% of the required education, and therefore, 75% + 50% = 125%. You would qualify for this position. Interagency Career Transition Assistance Plan (ICTAP): The ICTAP provides eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies.
