The Disaster Response and Recovery (DRR) division of APTIM is actively seeking a Community Development Block Grant -- Disaster Recovery (CDBG-DR) Program Director to lead our team of housing recovery, infrastructure, and mitigation experts -- providing mission-critical disaster recovery and resiliency services to impacted communities throughout the mainland U.S. and its territories. The selected candidate will have the opportunity to build upon a well-established CDBG-DR practice with exceptional past performance and an existing portfolio of current contracts and projects.

The selected candidate can be based in or in proximity to any APTIM office throughout the mainland U.S.

Key Responsibilities/Accountabilities:

Must be a recognized leader with expertise gained through implementation experience in Federal regulations (CDBG-DR & MIT, cross cutting federal requirements, Duplication of Benefits, Uniform Relocation Act, etc.) and translates them into the implementation of projects.

Remains well-informed related to industry and business challenges and leverages this knowledge to focus on repeat client business.

Employs a consultative selling approach to develop compelling business cases to differentiate and highlight the value of APTIM's solutions and win targeted business.

Brings and manages, key client relationships and strategic partnerships.

Plans, manages, and supervises proposal efforts in concert with the capture managers, proposal staff, marketing and sales teams, and resources from within the APTIM operations organization.

Works as part of a team providing expert services to support recovery and resilience efforts with a focus on infrastructure, housing, community development, and financial management.

Provides executive level advisory and consulting services to state and local government agencies in CDBG-DR programs, cross-cutting federal requirements, financial management, and documentation requirements.

Basic Qualifications:

Bachelor's degree in Engineering, Architecture, Planning, Public Policy, Government, Business Administration, or related discipline.

10+ years of in-depth and hands-on knowledge of CDBG/CDBG-DR programs, regulations, and implementation required.

5+ years of capture management and proven business winning experience.

Experience in providing training and technical assistance in the field of housing recovery, infrastructure, economic development, financial management, cross-cutting federal requirements, and/or community development.

Willingness to travel approximately 50% depending on role and project needs.

Professional licenses and/or certifications (Professional Engineer, Registered Architect, Certified Planner, etc.) desired.
