This position is responsible for the direction and oversight of
LSU, AgCenter, PBRC, LSUA, LSUE and LSUS payrolls and related
functions. Payroll processes salary and wage payment for all
employees (academic, professional, classified, graduate assistants
and students) and accounts for the salary and wage expenditures by
budget unit. Payroll administers payroll deductions, taxes,
retirement contributions, tax levies, wage garnishments,
employee-authorized payroll deductions, etc. Payroll ensures
compliance with USCIS regulations, income tax treaties and
processes all federal and multi-state tax deposits and payroll tax
25% Responsible for the functions of the Payroll Office.
Directly supervises two assistant directors; indirectly supervises
14 full-time employees. Evaluates employee performance, recommends
pay increases, interviews and selects new employees, handles
employee grievances and disciplinary actions. Works with other
Accounting Services Division Directors to solve cross-functional
accounting and procedural issues.
25% Serves as the Payroll data steward. Manages all development
projects/Workday updates and configuration changes relating to the
payroll function of Workday HCM. Leads testing of implementation of
new functionality related to payroll; assists IT and other
functional lead in cross-functional Workday changes/updates.
20% Directs the scheduling and running of payrolls. Interfaces
with ITS, six Offices of HRM for BR paid campuses, the Graduate
School, Student Aid & Scholarships and Career Services to ensure
requirements of all are being met by the payroll system.
Responsible for compliance with all state and federal regulations
and requirements as related to taxable income, payroll taxes and
other payroll related deductions including child support, tax
levies and garnishments. Responsible for review and analysis of
changes to the IRC and related system changes to accommodate
15% Responsible for federal and multi-state wage and tax
deposits and reports to ensure accuracy and timeliness of payables
from the payroll system. Responsible for the group insurance
interface; responsible for reporting of employee deductions to
three retirement systems; five optional retirement plans, the

Master's Degree in Accounting, 7-10 years of experience.
CPA certification desired; knowledge of individual income tax;
experience with ERP maintenance and implementation; proficient in
MS Office and pivot tables; proven oral and written communication
skills; detail oriented; proven decision making skills. Business
Analyst skills highly desired.
Special or Physical Qualifications:
This position requires the physical ability and eye-hand
coordination necessary to use a computer terminal, calculator,
laptop, tablet, copier, telephone, and other office equipment. This
position requires the ability to sit in the same position for
extended periods (3.5 to 4 hours) at a time using continuous hand
motions when using a calculator or entering data into the computer
system. This position requires the ability to communicate clearly
and effectively through the use of phone, email, and direct contact
with individuals (including conducting training sessions and
presentations). Scheduled or non-scheduled overtime may be required
to meet the needs of the division. Occasional travel may be
required. This position would not be eligible for remote work.

Qualifications MINIMUM QUALIFICATIONS: A baccalaureate degree
with twenty-four semester hours in accounting plus five years of
professional level experience in accounting or financial auditing.
Two years of this experience must have been at the supervisory
level or above. SUBSTITUTIONS FOR DEGREE ONLY: Six years of
full-time work experience in any field may be substituted for the
required baccalaureate degree. Candidates without a baccalaureate
degree may combine work experience and college credit to substitute
for the baccalaureate degree as follows: A maximum of 120 semester
hours may be combined with experience to substitute for the
baccalaureate degree. 30 to 59 semester hours credit will
substitute for one year of experience towards the baccalaureate
degree. 60 to 89 semester hours credit will substitute for two
years of experience towards the baccalaureate degree. 90 to 119
semester hours credit will substitute for three years of experience
towards the baccalaureate degree. 120 or more semester hours credit
will substitute for four years of experience towards the
baccalaureate degree. College credit earned without obtaining a
baccalaureate degree may be substituted for a maximum of four years
full-time work experience towards the baccalaureate degree.
Candidates with 120 or more semester hours of credit, but without a
degree, must also have at least two years of full-time work
experience to substitute for the baccalaureate degree.
SUBSTITUTIONS: A certified public accountant (CPA) certificate will
substitute for the baccalaureate degree with twenty-four semester
hours in accounting plus one year of the required general
experience. A master's degree in accounting, business
administration, finance, management, economics, quantitative
methods or public administration will substitute for one year of
the required general experience. NOTE: Any college hours or degree
must be from a school accredited by one of the following regional
accrediting bodies: the Middle States Commission on Higher
Education; the New England Commission of Higher Education; the
Higher Learning Commission; the Northwest Commission on Colleges
and Universities; the Southern Association of Colleges and Schools;
and the Western Association of Schools and Colleges. Job Concepts

To plan, direct, coordinate, and administer a
statewide-automated uniform compensation management system and
administer and develop statewide rules governing benefit
withholdings and related matters.

indirect responsibility over certain payroll functions for all

Differs from State Uniform Payroll Assistant Director by overall
responsibility for directing the Office of State Uniform
Examples of Work Plans, develops and administers all wage,
benefit, tax, garnishment, accounting, training and
service-oriented programs associated with Office operations.
Oversees the review of applications from all vendors for all
state agencies in regard to benefit plan deductions. Oversees the
approval and renewal of deduction authorizations for vendors
through the Payroll Benefits Committee. Monitors vendor compliance
to the Deduction Rule and modifies the Rule in accordance with
executive management policy or statutory requirements.
Administers the statewide Garnishment Program activities.
Reviews request from the Human Resource (HR) Integrated
Statewide Information System (ISIS) User's Group, agencies and
control entities within the Division of Administration (DOA) for
enhancements to the Human Resource (HR) Integrated Statewide
Information System (ISIS) and directs staff analysis of impact.
Presents Office concerns as related to new compensation policies or
changes for review and possible action through Office of Statewide
Information Systems (OSIS).
Directs staff in monitoring the Human Resource (HR) Integrated
Statewide Information System (ISIS) to assure agencies are in
compliance with laws, regulations and office policies utilizing
post audit reports.
Attends meetings as voting member of the Human Resource (HR)
Integrated Statewide Information System (ISIS) User's Group and
Division of Administration (DOA) Integrated Statewide Information
System (ISIS) Management Team which may determine the direction
that the state will take in regard to improving, updating or
changing statewide integrated systems.
Prepares office operation and strategic plans. Reports on a
quarterly basis the status of the operation plan as related to
performance indicators to the Division of Administration. Prepares
annual fiscal year budget for Office and monitors cost to assure
budget category expenditures are not exceeded.
Provides guidance and instructions to State Uniform Payroll
Coordinator in regard to reviewing proposed changes, researching
impact and gathering data to be presented to Division of
Administration (DOA) Integrated Statewide Information System (ISIS)
Management Team or the Human Resource (HR) Integrated Statewide
Information System (ISIS) User's Group.
Directs the Division of Administration Mandatory Direct Deposit
Program. Reviews and approves/disapproves all waiver requests.
Responds to questions as related to the Direct Deposit Program and
initiates programs to increase participation in direct deposit.
Completes contracts and solicitation for proposals in such areas
as Bond Program and Legal Administrator for Garnishment Program.
Evaluates proposals and makes recommendation to executive
management. Assures agreements of contracts are met by vendor and
costing is properly allocated.
Confers and corresponds with state and department
heads/administrators, legislators, consultants, bank executives,
insurance company officials, legislative auditor and directors
within the Division of Administration to answer questions, provide
information, and resolve highly complex compensation, tax and
