Theincumbent serves Veterans who tend to have serious, frequent andsevere crises, lack family or adequate community support networks,frequently fails to comply with instructions and treatments; hassignificant deficits in coping skills and requires continuingpsychosocial support. The Senior Social Worker provides a continuumof care encompassing individual, group, couple and familycounseling, demonstrating possession of advanced practice skills andjudgment. To qualify for appointment as a social worker in VHA, allapplicants must:**Citizenship.** Be a citizen of the United States. (Non-citizensmay be appointed when it is not possible to recruit qualifiedcitizens in accordance with chapter 3, section A, paragraph 3.g,this part.)**Education.** Have a master's degree in social work from a schoolof social work fully accredited by the Council on Social WorkEducation (CSWE). Graduates of schools of social work that are incandidacy status do not meet this requirement until the school ofsocial work is fully accredited. A doctoral degree in social workmay not be substituted for the master's degree in social work.Verification of the degree can be made by going to the CSWE websiteto verify if that social work degree meets the accreditationstandards for a master of social work.**Licensure.** Persons hired or reassigned to social workerpositions in the GS-185 series in VHA must be licensed or certifiedby a state to independently practice social work at the master'sdegree level. Current state requirements may be found on the OHRMwebsite.**English Language Proficiency.** Social workers must be proficientin spoken and written English in accordance with VA Handbook 5005,Part II, chapter 3, section A, paragraph 3j, this part.**Grade Determinations**: In addition to the basic requirements foremployment, the following criteria must be met when determining thegrade of candidates.**GS-12 Senior Social WorkerExperience, Education and Licensure.** Senior Social Workers haveexperience that demonstrates possession of advanced practice skillsand judgment. At least two years should be in an area of specializedsocial work practice. Senior social workers must be licensed orcertified by a state at the advanced practice level which includedan ASWB advanced generalist or clinical examination, unless they aregrandfathered by the state in which they are licensed to practice atthe advanced practice level (except for licenses issued inCalifornia, which administers its own clinical examination foradvanced practice). Senior social workers may have certification orother post-masters training from a nationally recognizedprofessional organization or university that includes a definedcurriculum/course of study and internship or equivalent supervisedprofessional experience in a specialty (see paragraph 3a(c)). Inaddition, the candidate must demonstrate the professional KSAs insubparagraph (b) below.**Demonstrated Knowledge, Skills, and Abilities**1. Advanced knowledge of and mastery of theories and modalities usedin the specialized treatment of complex physical or mental illness.Ability to incorporate complex multiple causation in differentialdiagnosis and treatment of veteran patients, including makingpsychosocial and psychiatric diagnoses within approved clinicalprivileges or scope of practice. Ability to determine priority forservices and provide specialized treatment services.2. Advanced and expert skill in a range of specialized interventionsand treatment modalities used in specialty treatment programs orwith special patient populations. This includes individual, group,and/or family counseling or psychotherapy and advanced levelpsychosocial and/or case management interventions used in thetreatment of veterans with polytraumatic injuries, spinal cordinjuries, traumatic brain injuries, visual impairment,post-traumatic stress disorder, etc.3. Advanced knowledge and expert skill in developing andimplementing methods for measuring effectiveness of social workpractice and services in the specialty area, utilizing outcomeevaluations to improve treatment services. Ability to coordinate thedelivery of specialized psychosocial services and programs. Abilityto design system changes based on empirical findings.4. Ability to provide subject matter consultation to colleagues andstudents on the psychosocial treatment of patients treated in thespecialty area, rendering professional opinions based on experienceand expertise and role modeling effective social work practiceskills. Ability to teach and mentor staff and students in thespecialty area of practice and to provide supervision for licensureor for specialty certifications.5. Ability to expand clinical knowledge in the profession,demonstrating innovation in the creation of new models ofpsychosocial assessment or intervention to identify and addressspecialized clinical needs. Ability to write policies, procedures,and/or practice guidelines pertaining to the specialty population orspecialty treatment program.**Assignments.** Senior Social Workers are licensed or certified toindependently practice social work at an advanced level. SeniorSocial Workers typically practice in a major specialty treatmentprogram area, such as a Polytrauma Rehabilitation Center orPolytrauma Network Site; a Spinal Cord Injury Rehabilitation Center,or a national VHA referral center, such as a national Center forPost-Traumatic Stress Disorder or a national Transplant Center, orother program areas of equivalent scope and complexity. The SeniorSocial Worker is assigned administrative responsibility for clinicalprogram development and is accountable for clinical programeffectiveness and modification of service patterns. They are alsoassigned in settings where they have no access to social worksupervision, such as CBOCs or satellite outpatient clinics.
