Job Description:

Job Summary: Provides technical support to the Monitoring, Evaluation, and Learning (MEL) Team of the MTaPS Project to plan and implement MEL activities. He/She will provide technical leadership and support to country program and global health management information systems for project data. team in completion of M & E and KM & Learning deliverables while adhering to budget, scope, schedule, and quality assurance requirements. He/She will develop/review MEL plans, presentations, reports, briefs, and knowledge products. Ensures compliance with internal and external regulations. Accountabilities: - Manage and support high quality and timely implementation of MEL for the project, including guiding the high-quality implementation of the PMP, including data collection and prepare project performance and data reports as required. - Supervise and provide guidance to relevant country-level project staff. - Ensure appropriate data collection tools and systems are in place and are being used correctly by staff and partners to collect required and accurate data for performance, monitoring and evaluation. - Assist with programming charts and other data display/visualization products, and promoting easy access to these products, and actively mining the data for high quality custom analyses for program teams. - Interact with and provide direction for the project's management information system and database. - Help update and review program performance monitoring plan (PMP) as required by the funder. - Identify MEL technical assistance (TA) needs of partners, facilities and/or government counterparts and provide/organize TA through training, mentorship, and/or on-site supervision. - Participate in program monitoring visits/forums with other project staff as necessary. - Ensure all relevant project staffs are aware of and adhere to funder and government monitoring, evaluation and reporting guidelines and requirements. - Continuously review and analyze collected data and advise program management on needed program revisions. - Advise and promote best practices in MEL among project staff and partners. - Produce learning materials (technical reports, SOTA briefs, peer review journal articles) that contribute to enhanced knowledge and improved policy and practices - Support MEL activities in-country offices without direct MEL support. Applied Knowledge & Skills: - Knowledge of MEL and KM concepts, practices and procedures. - Strong data management and analytical skills relevant to the project - Demonstrated ability to independently complete assigned tasks, train and facilitate learning and professional development among colleagues - Excellent oral and written communication skills. - Strong and demonstrated program/project management skills. - Ability to problem solve and implement corrective action as needed. - Ability to analyze monitoring and evaluation data, prepare reports and graphics, and provide information to management in a timely matter. - Experience with Monitoring and Evaluation, Organizational Learning, and Knowledge Management highly preferred. Problem Solving & Impact: - Analyzes problems, seek input from others and considers a variety of solutions. Chooses the most efficient and effective solutions with attention to the impact that the solution has on other activities and tasks. - Attention to detail. - Experience working in pharmaceutical management, procurement and supply chain management in developing countries an advantage; - Sound knowledge of DHIS 2 and other industry-standard software. - Project Management (Planning and Time Management): Accurately scopes out length and difficulty of tasks (sets objectives/goals/measures). Breaks down work into steps, schedules, task/people assignments. Marshals people, time, and resource efficiently. Arranges information in a useful manner and orchestrates multiple activities at once. - Creating and Managing Systems and Processes: Recognizes the need for standardization and assists with developing systems and processes to optimize task efficiency and simplicity. Supervision Given/Received: - Receives little instructions on routine work. Receives methods and procedures on new assignments. - Typically reports to a Associate Director/ Director. Education: - Master's Degree or its International Equivalent in Knowledge/Information Services, Communications, Education, Environment, Health, Behavioral, Life/Social Sciences International Development, Human Development or Related Field. Experience: - Typically requires a minimum of 8 years' experience with program management, US Government rules and regulations. - Articulate and professional and able to communicate in a clear, positive fashion with clients and staff. - Must be able to read, write, and speak fluent English; fluency in French a plus. - Prior work experience in a non-governmental organization (NGO), a government agency, or private organization. Typical Physical Demands: - Typical office environment. - Ability to sit and stand for extended periods of time. - Ability to lift 5-50 lbs. Technology to be Used: - Personal Computer, Microsoft Office (i.e.Word, Excel, PowerPoint, Project, etc.), email, telephone, printer, calculator, copier, cell phones, PDAs and other hand-held devices. Experience with Google (docs, drive, sheets, calendar,YouTube), and Adobe (Acrobat, InDesign, Illustrator, Photoshop, Spark) applications, a plus.
