POSITION PURPOSE This position leads and drives multiple key projects with cross-functional project team members to advance and contribute to the overall development and delivery of OE strategies and programs. Position also designs and develops components of OE programs, including business processes, practices and tools, with the responsibility of executing solutions across the enterprise. Impact of the role is on large-scale, enterprise-wide talent, culture and engagement programs supporting OE strategies, including Performance Management, Employee Engagement, Talent Review, High Potential Programming, Succession Planning, Change Management, and Culture Transformation. NATURE AND SCOPE

  • This role reports to this job: MANAGER, ORGANIZATIONAL EFFECTIVENESS
  • Necessary Contacts: In order to effectively fulfil this position, the incumbent must work extensively with organizational leaders, including officers, and with other areas of Human Resources. Incumbent will also be in contact with consultants, vendors and other Blues plans.
    -- QUALIFICATIONS
    Education
    • Bachelors degree is required
    • Advanced degree is preferred
    • Four years of related experience can be used in lieu of a Bachelor's degree. Work Experience
      • 5 years of executing enterprise-wide HR strategies or talent management programs is required
      • 3 years with demonstrated experience driving & managing large projects with cross-functional project team members/stakeholders is required
      • Experience can run concurrently Skills and Abilities
        • Must have skills in research and analysis, and design of effective, impactful solutions and systems to drive desired behavior or performance.
        • Must have skills and experience in research and analysis, needs assessments and discovery, synthesizing data, and making recommendations to define and execute against a scope of work.
        • Must be able to work proficiently in a fast-paced demanding environment.
        • Must have polished written and oral communication skills with experience in packaging and presenting recommendations aligned with strategic direction.
        • Must have strong expertise using MS Excel, PowerPoint to analyze and present complex data and information, and quickly adapts to new technologies. Licenses and Certifications

            ACCOUNTABILITIES AND ESSENTIAL FUNCTIONS
            • Collaborates with organizational leadership, HR leadership, and HRBPs to identify and develop key capabilities needed for performance, engagement, and talent development, develop plans to deliver desired capabilities, coordinate and execute programs; ensure an integrated approach to organizational effectiveness
            • Identifies and assesses solutions using collaborative and consulting approach to provide organizational effectiveness solutions for both division and enterprise initiatives.
            • Supports the strategy for integrated processes and programs in the areas of talent management, performance management, employee engagement, and culture.
            • Deploys talent management processes including succession planning, talent review and assessment, organizational assessment, and employee engagement practices.
            • Partners with key stakeholders to design and execute change management activities; communicates plans and anticipated outcomes to support positive relationships.
            • Facilitates strategic stakeholder meetings with various levels of leadership and business units in order to influence buy-in, support and participation for programming.
            • Develops and delivers engaging communications to drive OE initiatives with various audiences in a compelling and strategic manner.
            • Chooses appropriate metrics to evaluate the effectiveness of OE projects and reports findings to key stakeholders. Uses information to adjust techniques for future engagements of similar nature and scope.
            • Uses research and industry best practices to influence innovative solutions.
            • Works to increase own knowledge and skills to meet organizational needs and to stretch organizational thinking.
            • Uses data and analysis to inform organization effectiveness/talent program decisions. Additional Accountabilities and Essential Functions
